Penny Whitehead and Daniel Simpkins are a collaborative duo working in response predominately to localised social and political situations.

Penny Whitehead and Daniel Simpkins' collaborative art practice centres on discussion, collaboration and collective action, and encompasses writing and curating relevant to specific situations and contexts. They are based in Liverpool, UK where they have recently pursued an ongoing exploration in to the systems surrounding European Capital of Culture status, collaborating on a number of projects that have aimed to activate debate around issues prevalent within models of culturally-led urban regeneration, including the commercialisation and globalisation of cities and art, the privatisation and homogenisation of urban space, Western cultural colonialism, the instrumentalisation of culture, and the role and position of the artist. They are currently developing this line of inquiry whilst undertaking a 3 month residency in Linz, Austria, which is Capital of Culture 2009.
